Towards tourism development

Dear Editor,

I would like to appreciate and share my suggestion regarding the recent meeting of the District Level Tourism Development Committee (DLTDC) of Upper Subansiri District under the chairman Deputy Commissioner, A. Abhayankar who is very keen in development of tourism in the district. Hope this committee will take great stride and make tourism a great success in Upper Subansiri.

Upper Subansiri district is one of beautiful districts of Arunachal Pradesh. Entering into Upper Subansiri is like entering the world of one’s dream. Daporijo comes under one of the government approved and recommended destination travel circuit of Itanagar-Ziro-Daporijo-Aalo-Pasighat. There are many beautiful tourist spots in Upper Subansiri. Some of them are very popular but while some are still virgin and unknown to the visitors.

The governments of Arunachal Pradesh also approved Daporijo-Taliha-Siyum-Nacho travel circuit for the tourists to experience and explore the beauty of the nature and culture of people. Though the district is a potential tourism destination in Arunachal Pradesh, some of the remote places of Daporijo are yet to be connected with roads. Upper Subansiri has advantage over other tourist destinations of Arunachal Pradesh because it is located in the centre part of the state. Moreover Upper Subansiri border with China to the North in which border trade can be opened for socio-economic development of the country as well as tourism industry. Upper Subansiri gifted with Subansiri River which offer water sports like Rafting, Boating, Kayaking, and Angling. The beautiful mountains in Upper Subansiri invites adventure activities like trekking, hiking, mountaineering, etc.

5 tribal groups are living together in which we find diversity of culture in single district of state as per as cultural and religious tourism is concerned.

There are many waterfall and lake located in Taksing Circle of Daporijo but they are still hidden and unexplored for tourism.

In order to develop Upper Subansiri as a frequently visited tourism destination, I would like to give some suggestions to District Level Tourism Development Committee (DLTDC) and inhabitants of Upper Subansiri District in particularly and govt. of Arunachal Pradesh in general which could be taken into consideration for tourism development of Upper Subansiri district.

Establish a District Tourism Office in Upper Subansiri.

All completed govt. tourist amenities and tourist lodges in Upper Subansiri should be made functional.

Subansiri River of Daporijo should be used for tourism purpose.

Tourist Resort should be constructed at the island of River Subansiri (Senik Bokpen local name) which is around 2 or 3 km distance way from Daporijo town and Subansiri river festival like Siang River festival should be organized  to attract  large tourists. Local cultural programme should be organized for the tourists.

Public should be cooperative to the tourist as well as government program on tourism.

Jhum cultivation should be stopped because it destroys the nature’s beauty. Instead of it the plantations of trees should be carried out so that ecological system of earth can be maintained and horticulture should be promoted.

Killing and hunting of wild life animals by the villager should be stopped. People must be aware about the value of wild life animals and its benefit.

All places of the area should be kept pollution free and eco-friendly technology should be used.

Ethnic culture and tradition should be preserved as they are highly attractive by the tourists.

The government and tourism entrepreneurs should market the tourism destinations of Daporijo in and out side state, at regional, national and international level.

I would also like to appeal District Magistrate (DC) to announce awards to the persons who identify or report unique /new tourist places

Step-motherly treatment to the APCS officers

Dear Editor,

Apropos  T Tapi's letter published on 20th January regarding promotional avenues to the departmental officers. If the logic of Tali's argument is followed in letter and spirit then the Govt. has to scrap the exams for selection of IAS,IPS, IFS, APCS and other allied services. The UDC's of district with requisite degrees should be promoted to the post of CO's, EAC's, ADC's and then as DC. The LDC/UDC's of Secretariat should be promoted to under secretary, joint secretary then secretary and then as secretaries. The senior most amongst them should be appointed as chief secretary of the state. The constables and inspectors with requisite degrees should be promoted as SP's, IGP's and then as DGP.

The forest rangers should be promoted up to PCCF post. In other states of India the post of Directors of education department are manned by IAS and Pradesh civil service officers. It's only in Arunachal Pradesh that the teachers are promoted up to the post of Director Level.

The Govt. has got lot of advantages in appointing civil service officers. Firstly, the civil service officers come with new ideas and concepts which they have learnt and gained from their various postings. Being from other department, they do not have pre-conceived mindset.

Moreover, the govt can transfer the officer if it finds the officer to be inefficient and not compatible with the govt. decisions. This the govt. cannot do with the Department officers. The govt. has to endure with the departmental officers from the same post till they retire from their service. The same problems were experienced earlier by Ministers in Family and Social welfare, Directorate of school education and presently in some other departments manned by department officers. The questioning of the capability of APCS officers by Tali is not appreciated. APCS officers are selected from open competitive APPCSE which is the most exhaustive and all pervasive exam in which doctors and engineers also participate.

APCS officers are serving diligently in various capacities and in far-flung outpost of Arunachal Pradesh. Like other department officers, they cannot leave their station at their will. They have to make over-all arrangement during the visits of ministers and VIPs in their jurisdictions. They are carrying out multifarious duties. Other than normal administrative duty, they have to maintain law and order in their respective jurisdiction. As AERO/ERO and DEO, they conduct elections for Parliament, Assembly and Panchayat Raj institutions. As Census officers they supervise census duties. They also function as Sub- Registrar Birth and Death, Member Secretaries of Panchayat Raj Institutions and monitor the supply of PDS items and daily functioning of schools in their circles. In addition to that, the ADC's in Hq function as DPDO (District Panchayat Development Officer), Estate Officers and Bakijai officers. As Bakijai officers, the APCS officers have played a prominent role in recovery of loans and revival of APEX Bank. That's why the govt. has appointed an APCS officer as MD of Apex Bank. APCS officers also function as Executive magistrates and judicial magistrates thereby looking after the lower courts of Districts. In spite of these, the Govt is neither giving time bound promotion nor time bound scale to the APCS officers. Whereas they are giving time bound scale to other departments like Accounts.

In Arunachal an Assistant Engineer can be subsequently promoted as Secretary but a Circle Officer cannot be subsequently promoted as Secretary unless he is inducted into IAS cadre.

The State Govt is giving Step-motherly treatment to the APCS officers.

It is time that the State Government should look into the grievances of APCS officers.

R-Day celebrated across Arunachal

Singh’s clarion call to make Arunachal bandh & violence free state

ITANAGAR, Jan 27: Arunachal Pradesh joined the rest of the nation in celebrating the 62nd Republic Day on January 26 with great enthusiasm and patriotic fervor. Addressing a huge gathering at I G Pak on the occasion, Governor General J J Singh called upon the people of the state take a resolve to make 2011, an year of ‘Bandh-free and Violence-Free’ Arunachal Pradesh.

Perturbed by increasing number of bandh-calls being given by petty organizations for unimportant reasons which brings the entire economic activity and governance in the state to a stand-still, the Governor said ‘bandhs’ can never be a substitute for meaningful dialogue.

While appealing to such organizations to engage in a peaceful dialogue for the redressal of their genuine demands, Singh emphatically said that such bandh-calls shall be strongly and strictly dealt with in future. He also appealed to all citizens of the state not to allow such organizations to hold them to ransom through bandh calls.

The governor said the continued acts of extortion and violence in two districts of the state and the attempts by certain banned organizations to spread the tentacles of insurgency in the foothill areas adjoining Assam is also a cause of concern.

Lamenting over the killing of 8 innocent Gov employees, including a physically challenged person at the Assam-Arunachal border at Seijosa in recent past, he said the situation in Khonsa is becoming tense again with frequent Inter-factional clashes between various outlawed organizations.

While fighting the nefarious designs of these organizations is the primary responsibility of security forces, it is also the obligation of each one of us to support them in their efforts, the governor said adding that timely supply of information and non-cooperation with such criminals can greatly augment the combat capabilities of our forces.

“Let us decide to decimate the roots of insurgency and violence before it causes permanent damage to our state. Let us deal with the anti-social elements, miscreants and terrorists with an iron fist but cover the fist with a velvet glove while dealing with our innocent citizens affected by such acts of violence. With an iron fist, we will pulverize the enemy and with a velvet glove, we will protect and preserve our citizenry”, the governor said.

On development aspect of the state Government, Singh said that promoting economic activity in the state by boosting tourism, agriculture and horticulture besides harnessing the rich hydropower and mineral potential of the state shall be thrust areas of the government.

“The developmental agenda of increasing employment opportunities, eradicating poverty and eliminating inequality shall continue to be pursued”, he said. Stating that the government is committed to ensure education and health facilities to all the sections of the society, Gen. Singh praised the state government for becoming the first in the North East and amongst the first in the entire country to implement the recommendations of the sixth pay commission, with full arrears for all its employees.

Terming hydropower as the key engine of growth for the industrial sector of the state, the Governor pointed that lack of road connectivity in the state was perhaps the biggest impediment against undertaking developmental activities like hydro power projects, promoting tourism, marketing of agriculture and horticulture projects, extraction of mineral resources etc.

The Governor added that Arunachal Pradesh has the potential of becoming the next tourism capital of the country and for expediting implementation of tourism projects, a special engineering wing in the state Tourism department was created. He informed that Public-Private partnership projects would be given thrust in the tourism sector for realizing the state’s potential.

Earlier, the governor unfurled the national tri-colour and inspected a guard of honour before taking salute at the march past by various uniformed contingents.

DIG M K Tiwary and Inspector Sang Norbu  were awarded with President’s police medal for meritorious service.

At Miao, Additional Deputy Commissioner Tayom Mara hoisted the tri-colour amidst huge gathering at Miao ground today.

Mara appealed to the citizens to maintain peace and harmony in the area. He further urged the people for their co-operation to bring about speedy development.

“I strongly believe that under the dynamic leadership of chief minister Dorjee Khandu and the local MLA Kamlung Mosang, the people of Miao sub-division will enjoy peace and development in all level”, Mara further said.

He also said that the local MLA is doing his best for the all round development of Miao sub-division.Mara voiced his appreciation of the state police, CRPF and Assam Rifle personnels for their tireless services in maintaining law and order problem in the area.The band party of Central School for Tibetans of TR Camp Miao took away the first prize for the march past display while Middle School Upper Miao was placed second. The prizes were sponsored by the SBI Miao branch.

A Yupia, Papum Pare Deputy Commissioner Pige Ligu unfurled the national flag at general ground. He highlighted the importance of the day and various developmental activities being carried out in the district and appealed the people to cooperate with the district administration and executing agency in implementing the Trans-Arunachal Highway projects.

He also informed that Jan Suvidha Center in DC’s office Papum Pare at Yupia is going to be launched very soon.

At Tezu, the Lohit Deputy Commissioner R K Sharma unfurled the national flag. Apart from briefing on developmental activities, Sharma appealed everyone to give up drug use. It is a curse to the society and a menace which is taking roots in the district, he said.

MLA-cum- Parliamentary Secretary (Transport) Karikho Kri attended the ceremony and participated in the friendly exhibition T20 cricket match organized by district administration. Agriculture department and department of Forest stood first and second in the exhibitions and were awarded by trophies sponsored by ATMA (Agriculture Technology and Marketing)

Lekang, Piyong, Lathao, Chongkham, Wakro, and Sunpura circles also celebrated Republic Day in their respective circle headquarters.

At Namsai, ADC unfurled the National flag. Cultural tableau and various demonstrations by school children marked the day.

At Anjaw, Bharatiya Janata Party district unit celebrated the Republic Day.

A new office of the Party unit was inaugurated to mark the occasion.

The BJP also resolved to root out corruption and decided to organize anti-corruption rally in the district.

Sanskar Bharati Arunachal Pradesh organized patriotic cultural function on the theme -- “Maa Tuhje Salam, on the occasion of Republic day. More than 100 budding artistes with senior music teachers from Nitrayangan Music and dance academy and various schools of the Capital presented patriotic cultural items on the occasion.

At Roing, DC Y W Ringu unfurled the tri-colour at General Play Ground in the district headquarter amidst huge gathering. Highlighting the achievements made in the district, Ringu informed that various infrastructural developmental activities under Border Area Development Programme, Public Work Department, Rural Work Department and Water Resource Department are being executed in different parts of the district.

At RGU, Vice-Chancellor in-charge Prof Tamo Mibang unfurled the tri-colour. He said everyone should contribute towards the overall progress of the nation. A friendly T-20 cricket match was organized between RGU’s VC-XI and NERIST’s Director-XI. The nail biting match was won by the latter with a very narrow margin.

At Ruksin, unfurling the national tricolour, Ruksin SDO Yemlin Taying reiterated people’s responsibility for building the nation and necessity of peace and unity among the communities. Celebration of R-day has been reported from different blocks including Oyan Silley, Bilat and Nari-Koyu under the sub division.

At Aalo, West Siang DC Amjad Tak unfurled the national Flag and took salute from contingents. Addressing a huge gathering, he said ‘ it is our fundamental and moral duty to safeguard the democratic institutions with full commitments to our assigned duties and responsibilities. Bam appealed the representatives including PRI leaders and the people to cooperate with the executing agency for the smooth implementation of all the schemes.

Latter in the day the five days long annual sport competition among the various schools of the district headquarter concluded with final match of football being played between JNV, Seppa and Govt Hr sec. School Seppa in which the latter beat former by 1-0 in the close match.

At Tuting, ADC H Matcha hoisted the national flag. Enchanting display by the Pipers and Drummers of Mahar Regimental Band and panting competitions among the children were main attraction of the celebration.

At Tawang, Tawang Deputy Commissioner Gamli Padu unfurled our tri-colour. Addressing the gathering on the occasion, Padu said India is a republic nation with diverse religion, language, culture but yet it has stood high for unity in diversity. He further said Arunachal Pradesh has also experienced commendable developments and said that establishment of schools, medical sub-centers in each and every villages of the state is on the card. However, we still have to go further in terms of development, he said. Presidential Meritorious Award was awarded to Insp. Sange Norbu. A Commendation Certificate was awarded to Nawang Chota, Anchor, AIR, and N. Mishra, ATA Govt. Residential School Khardung.

Government Middle Schol Tigdo, Doimukh also celebrated Republic day with sports and cultural programme. ASM Teri unfurled the national flag on the occasion.

At Daporijo, DC A. Abhayankar unfurled the National Flag in the presence of MLA Tapen Siga, heads of departments and the local public.

He called upon the teaching community, health service providers and government employees to be sincere and dedicated in their duties and improve the work culture in the district.

The Deputy Commissioner also handed over commendation certificates to SI Baming Lailang, Yaro Maling, Insp (GD) N. L. Mina, Jim Karlo, Tagio Karo, Tajin Eyum, Er. Kemmi Rame and Tatak Markia. MLA Tapen Siga gave away the prizes for the sports, cultural and parade competitions.

At Khonsa, Tirap DC W. Lowang ceremonially unfurled the national tri-colour admidst a huge gathering. Speaking on the occasion, Lowang said that a number of beneficial schemes were in various stages of implementation in the district and called upon the public and the government departments to leave no stone unturned to ensure effective implementation of the schemes. He further said that no tangible result can be achieved without the active participation and cooperation of the people.

At Bomdila, West Kameng Deputy Commissioner Rinchin Tashi paid rich floral tributes to the great national leaders and the martyrs on the occasion. Expressing happiness over the peaceful law and order situation of the district, Tashi urged to uphold and maintain the same tempo in all times to come.

District Informatics Officer PK Thungon and District Informatics Assistant Bimal Bora were awarded the Governors’Commendation certificates for their contribution in e-governance in the district.

The district administration also identified and felicitated four of its officials for their sincerity, selfless and dedicated services on the day besides awarding four Progressive farmers of the district under vety, agri, fishery & horti sectors and to the students who ranked in the inter-school essay writing and drawing competition on the eve of the National Voters’ Day celebration the day before.

At Yingkiong, Upper Siang DC Pawan Kr. Sain said that the district is witnessing and experiencing all round development. However, there are lots to be done, he added. Highlighting the achievements by various departments he appealed to the general public for their co-operation and active participation in streamlining the PDS. He announced that ferry service over Siang River will start very soon which will bring great respite to the commuters. MLA Alo Libang distributed the prizes to the winners of various competitions.

At Ziro, DC Nila Mohanan unfurled the national tri-colour at Subansiri Stadium amidst huge public gathering. She highlighted the achievements of the Govt in the district.

The major attraction of the day was football match between DC XI and MLA XI where DC XI registered a win by 3 goals.

The R-Day was also celebrated at Pistana, Yachuli, Raga and Dollungmukh.

At Sagalee, UD and PWD Minister unfurled the national flag as chief guest of the celebration function. He recalled the contribution of freedom fighters and formation of INC. Highlighting the development activities of the state Govt, particularly in Sagalee area, Tuki assured that the Govt will vigorously carried out all development activities. Morning procession and game and sports programme were also organized to mark the R Day.

Earlier on January 25, the national voters’ day was observed in Sagalee, Toru, Parend, Mengio. ERO Chukhu Tala spoke on the occasion at Sagalee.

At Doimukh, EAC Nighee Bengia hoisted the national tri-colour at general ground. He called upon the employees to perform their duty as responsible citizen of the great nation for the welfare of the people.

Students of the KV No 1 presented melodious song and performed dances on the occasion of R Day. Earlier School Principal Dr K K Pandey hoisted the tri-colour at Vidyalaya premises.

All-B-sector Naharlagun Youth Welfare Associaiton also celebrate the R Day with organization of social service.

Khandu advocates for religious tolerance

NAHARALAGUN, Jan 27: Chief Minister Dorjee Khandu today called upon the people to respect all religions which equally teach peace, tolerance and kindness. He was addressing the gathering at Indira Gandhi Park here after inauguration of the 4th conference of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) as the chief guest.

Stressing the relevance of indigenous faith and culture, the chief minister said that the people have to shoulder the responsibility for preservation and popularization of indigenous faith and culture.

People across the world are craving for peace and religion in true sense alone could give it, he said to the thunderous applause of the huge gathering.

Pointing out that some rituals of the local faiths were very costly thereby dissuading the poor from its practice, Khandu called for reformation it in tune with the changing time.

He further highlighted on the need to take immediate steps for protection of Mithuns, Yaks and Sheeps which are at the verge of extinction due to sacrifices made on religious , election, or marriage occasions. He opined for preserving these valued possessions.

Highlighting numerous achievements since he took over the rein in 2007, the Chief Minister said though developments are visible but the state has miles to go with the Centre willing to extend all possible help.

The roads, air connectivity and infrastructure would put the state on fast track of development; he said while terming hydropower as the backbone of the state. The task is Herculean and the willing support of all sections is essential to achieve the goal, Khandu added.

The CM also honoured few renowned priests and released Aba Noh, an audio album in memory of late Tago Dibo, former general secretary of IFCSAP on the occasion that coincided with the 11th raising day of  Nyedar Namlo.

MLA Techi Kaso, who was the guest of honour, said that no religion teaches negativism. He suggested for assimilating good aspects of any religion or faith.

While highlighting the people’s movement launched by the IFCSAP since its inception in 1999 for strengthening the indigenous faiths and cultures of over 100 tribes of the state, its president Nabam Atum called for strict action against the forceful conversion by various

underground organizations and the missionaries. Such conversions are against the secular credential of the Constitution and diluting the traditional practices besides disturbing the social harmony and peace in the tribal society, he said.

There are 420 prayers centres including Nyder Namlo, Donyi Polo Namlo, Meder Nello, Ganggin, Kargu Gamgi and Rangfrah Mandir throughout the state, he said and pleaded for Rs 5 crore corpus fund to strengthen the indigenous movement.  Speaking as resource person, Director of Higher Education Joram Begi, stressed for simplifying the religious practices. The rituals which are loss to the community and society have to be modified for larger

interest of the society and future.

Among others, high ranking dignitaries including, former ministers, directors, chief engineers and officers were present on the occasion. (PRO to CM)

KIMIN, Jan 27: Ten Indo-Tibetan Border Police (ITBP) personnel have been awarded the DG insignia and commendation letters for their devotion to duty and outstanding performance at an investiture ceremony organized on the occasion of Republic Day celebration at 10th ITBP HQs at Kimin, yesterday. Attending the function, MS Bhurti, Inspector General (Eastern Frontier) of the para military forces, which has been guarding the border with China, exhorted the officers and jawans of the force to render services as per the reputation of the force with utmost sincerity and dedication.

Describing the significance of the Republic Day celebration, the IG urged jawans to pledge for upholding democracy, unity and prosperity of the nation. He also highlighted the journey of Indian democracy since 1950 and recalled those freedom fighters who sacrificed their lives for Independence of our country.

The IG congratulated all the recipients of DG insignia and commendation letters. He also congratulated those ITBP officers, including Padma Shri awardee Harbhajan Singh, who received award from Government on Republic Day celebration at New Delhi.

These awards are presented every year to ITBP personnel to felicitate their exceptional efficiency and devotion to duty, ITBP sources said. 10 ITBP Commandant RK Tomar also spoke on the occasion and congratulated all the recipients of DG insignia.

PPA alleges cheating by firm

ITANAGAR, Jan 27: The People’s Party of Arunachal Pradesh has alleged cheating and deception by one Sanjay Sharma of M/S Delhi Traders.

In a complaint lodged to the state chief secretary, PPA said that state department of Panchayati Raj had signed MoA with Sharma for the construction of 147 intermediate panchayat resource centre according to the architecture design. But not a single building has been contructed as per the architechtural design inspite of having drawn over Rs 7 crore, the PPA claimed.

The PPA further alleged that faked photographs have been produced to get release of payment. It said that in many cases same photographs have been shown against more than one places like Kanubari and Dadam, Lekang and Bilat, Aalo West and Geku-Katan.

The party urged the government to look into the matter and strong action against the wrong doer.

 

A Heartbreaking Moment

Crossing the Namchik Police Check Gate, before reaching the coal and oil bowl of Changlang District - Kharsang, there is a tri-junction. On the right side of it there is a flourishing commercial complex, inching forward from the crossroad is the Circle Officer’s office and little ahead the police station.

As the tri-junction is in the vicinity of the coal mine and oil field, it has fueled the mushrooming of various shops in that area. Among them ‘Hari Hotel’ is the most popular one as it also illegally serves the favorite beverage of our hilly state - alcohol.

Few days ago, on a cloudy afternoon, I halted by that hotel for a cup of tea. As usual, it was crowded but I managed to find an empty chair that was near the entrance. Sitting alone, sipping the hot tea, every now and then the chilling zephyrs would twinge my bare face. Muddled with thoughts, when I was about to finish my cup of tea, a sudden aggressive commotion distracted me. I turned my head only to witness a flabbergasting scene.

It wasn’t the three empty bottles of beers on the table or the five full glasses of beer or the five teenagers high on its gulps that stunned me. From the drunken five, it was the three in blue and white uniform puffing Navy Cut that completely took me by surprise. Instead of being in class, here they were, drunk and engrossed in violent talks. It was not enough, what followed was too excruciating.  

In the meantime, I saw a bulky figure cloaked in traditional attire descending from his car and heading towards the hotel. Ordering a cup of special tea, he took the jug full of water from the table to wash his face outside. With a furtive glance at the inebriated kids, he hurriedly gulped his tea and left as quietly as he came. It was a startling episode, even after seeing the inebriated school kids he didn’t utter a single word, forget about other things.

Witnessing a reputed and influential public leader of the area preferring silence to such depressing scene was in fact, saddening and shameful. How could he just walk away like that as if nothing has transpired? Whatever might have been the reason of his stoic attitude, but such act of silence from societal doyen is not only shocking but reprehensible.  

He could have reprimanded the kids, the shop keeper and called the authorities to shut down the shop for illegally selling cigarettes and alcohol to minors. He didn’t. It seems, for him the shop owner was a priceless vote and the young kids’ worthless asset. Painfully, it is this careless attitude of the elders and leaders that is pushing the young generation of Changlang district and the state towards the erroneous path.

Besides it, the hotel selling alcohol without license that too in the proximity of local administration office and police station was enough to divulge the honesty of the local authorities in performing their obligations.  Why to curtail the source that helps to enjoy a bit of those forbidden luxuries? It’s really condemnable that they’ve blindfolded to such illegalities flourishing in their backyard. It’s a heart breaking moment, how shamelessly they trade the future of our young generation, sometime – just for a peg. (The writer can be reached at simaitom@gmail.com)

 

16 Judokas for National Rural Tourney

ITANAGAR, Jan 27: The Department of Sports and Youth Affairs has selected 8 boys and as many girl Judo players for the 3rd National Rural Tournament 2010-11 to be held at SAI Sub Centre, Aurangabad, Maharashtra from February 3 to 6. The tournament is being organized under Centre’s Panchayat Yuva Krira aur Khel Abhiyaan (PYKKA). The team is leaving here for Maharashtra on January 29. The team:

Lohit Youth Libraries win cheers at Hyderabad ELT conference

ITANAGAR, Jan 27: Lohit Youth Library Movement won all round appreciation from delegates, academicians and the British Council officials for its reading promotion campaign among rural tribal youth groups in a 3-day International Conference on ‘Starting, Stimulating and Sustaining Teacher Education and Development’ at Hyderabad from Jan 22 -24. It was organised by the British Council

India and the English and foreign Languages University (EFLU), Hyderabad (formerly the CIEFL) and attended by over 500 language teacher educators, scholars and activists from 16 countries, who presented more than 100 papers and case-studies of their experiences in language teaching under varying conditions.

The conference was aimed to bring together English Language teacher educators and activists from across South Asia to meet and share experiences of the challenges of ELT education in their respective countries and to establish networks for evolving strategies for improving the overall educational environment, esp in communities living in rural and difficult areas.

The lone delegate from Arunachal in the conference was S. Mundayoor, Coordinator, VT-AWIC Youth Library Network, Lohit, who presented a paper on the benefits accrued by the Reading campaign, especially the improvement in the language learning skills in the young reader activists of the Bamboosa Library Tezu and APNE Library, Wakro.

Earlier, inaugurating the conference, Prof. R Govinda, Vice Chancellor, National University of Educational planning and Administration, New Delhi, spoke of the imposing challenge faced by India currently, with the nation accepting almost universally the plan of teaching English from class. I. He also appealed to the language experts and scholars all over the country to take up immediate research in the sociological challenges of English Language Teaching at the primary levels. This was echoed by Prof. R.K. Agnihotri, Prof of Linguistics, Delhi University who in a spirited talk reminded the delegates about India’s unique multi-linguality and cultural diversity and to utilize it to improve the educational levels of the rural and marginalized societies.

Outlining the 7 decade-long association of Britain with the educational growth of modern India, Chris Brandwood, First Secretary, English Language Education, British Council, informed that the Council is actively supporting the training of 7000 master trainers in 7 states of India and hoped that more areas will benefit by this association.

The valedictory address was delivered by Prof A.K. Jalaluddin, renowned educationist and consultant to Ministry of HRD, GOI, who spoke at length on the ‘Hyderabad Experiment’ an innovative approach to stimulating English language learning in poor and marginalized communities in Andhra Pradesh. The highlight of the day was however, a scintillating and thought provoking power point presentation by Gavin

Dudeney, Director of Technologies, UK, who challenged the teachers and educational administrators to accept the realities of the technological advancement of our era and its influences even on the poorest of the poor. Screening clips of the children getting their first exposure to a computer in the remotest corner of India, he brought home the message,

“Do not confine your children to your own learning, for they were born in a different time.”

University, nostalgically recollected the close links the CIEFL had with the Govt. of Arunachal Pradesh in its efforts for educational development in the 70s and early 80s. Mrs. Pandit regretted that the first ever District English Language Centre by the GOI which was to be set up in Arunachal in 80s did not materialize, a major setback to the language promotion efforts in the state.

Expressing hearty appreciation for spiritedly involving University and college students from outside like Alice and Edward Shipseys of UK in the Lohit Reading Campaign, Simon Smith, ELT Consultant and Teacher Trainer from Cambridge, UK assured all support to the VT-AWIC Youth Library Network to continue its efforts to serve better the young readers. The members of the British Council too have expressed their keen interest in networking with the Lohit Libraries as a part of the British Council’s efforts to support marginalized youth groups in rural India. Dr. Amol Padwad, president ELTAI, conveyed his assurance to the language teachers of Arunachal Pradesh to guide them in any way in taking up creative studies on the problems of ELT in their area.

It is hoped that the educational agencies in Arunachal Pradesh would not let go of such opportunities to set up networks to improve the English language standards in the state.

 

Training on low cost polyhouse technology

BASAR, Jan Jan 27: A training cum Exposure visit programme on “Low cost Polyhouse technology for entrepreneurship fevelopment” was conducted at Krishi Vigyan Kendra, ICAR Centre Basar on Jan 24 and 25.

Presiding over the function Dr. R. Bhagawati, Joint Director, ICAR, Basar briefed about the importance of protected cultivation technology and encouraged the farmers for its wide adaptation. The programme was sponsored by NABARD Regional Office, Itanagar and altogether 20 participants attended the programme.

Dr. Pranabjyoti Sarma, SMS, Horticulture and Course-Coordinator of the programme delivered lecture on “Construction of low cost polyhouse and establishment of vegetable nursery for entrepreneurship development”.

He also described the cultivation practices of tomato and capsicum under polyhouse. Dr. P. Suresh Kumar, Scientist, Horticulture imparted training on protected fruits nursery for income generation. Dr. S.P. Singh, SMS, Plant Protection elaborated the disease management while G.

Bhagawati, Technical Officer gave important tips for control of the insect pests under poly house. Sikimoni Baruah, T-3 (Farm Management) briefed about the cultivation of cucumber and asked the farmers for off season cultivation for higher income.

Jumkar Basar, a Progressive Farmer of Basar who had started cultivation of tomato under low cost polyhouse after taking training at KVK, West Siang expressed his satisfaction during the programme.

An exposure trip was also organized and the farmers were given opportunity to see the tomato field of Jumkar Basar and the protected orange nurseries at Research Farm, Gori and cultivation of different crops under poly house at KVK Demonstration Farm, Bame. The programme concluded with a farmers-scientist interaction wherein the scientists, specialists and technical staffs of the centre answered the farmers’ doubts.

 

At home function at Raj Bhavan

ITANAGAR, Jan 27: Arunachal Pradesh Governor Gen JJ Singh was 'At Home' with distinguished citizens of Arunachal Pradesh and school children on Raj Bhavan lawn here yesterday. As part of Republic Day celebration,

‘At Home’ make an important feature of the day long programme.

The entire Raj Bhavan, especially the Northern Green, which makes the part of nine-hole Raj Bhavan golf course, was specially decorated to receive the distinguished gathering. Flower beds of the Bhavan filled with blooming flowers of different species enriched the festivity. Raj Bhavan officials and school children from Vivekananda Kendriya Vidhyalaya, Chimpu in the traditional attires were there to receive the guests, while adding colours to the event. The 'At Home' function began as the Arunachal Pradesh Police band from Police Training Center, Banderdewa played the National Anthem.

Chief Minister Dorjee Khandu, his cabinet colleagues, senior officials, social workers, educationists, intellectuals, senior citizens, distinguish achievers, NCC and Scouts and Guides were present at the function.

Technology week celebrated

ITANGAR, Jan 27: The Krishi Vigyan Kendra (KVK), Pampoli in East Kameng has organized Technology Week 2010-11 at its demonstration farm from Jan 21.

Addressing the participants at the inaugural function of the week-long programme as the chief guest, SP Kime Aya called upon the farmers of the district to adopt the latest technologies. He also requested the KVK and all the line departments to work together for welfare of the farmers in the district.

A host of dignitaries including head of the departments of various line departments, public leaders, Gaon Burhas, and farmers from different parts of the district took part in the function. During the scientist-farmer interaction session, the KVK scientists explained the use and importance of technology in modern agriculture and inspired the farmers to be innovative.

The programme Coordinator, KVK, East Kameng, Dr. S. Borthakur highlighted the achievements and future activities to be undertaken by the Kendra. He requested the local people to extend their full cooperation and support so as to bring desirable changes in the agricultural scenario of the district. HODs of all the line departments also shared their views, experiences and problems being faced in the district. They also assured to extend all possible help for the betterment of the farming community of East Kameng district.

Apart from interaction session, the week-long programme include exhibition stalls put up Krishi Vigyan Kendra, District Agriculture Office, District Veterinary Office, Textile and Handicraft office.

 

Veteran’s death condoled

ITANAGAR, Jan 27: Kara Welfare Society (KWS) has deeply mourned the death of veteran leader, social worker and businessman Pega Kena.

Kena died on January 23 last at the age of 74. He left behind his wife, four sons and three daughters.

Kena did his early education from Takso Primary school and matriculation from Aalo Higher Secondary school. He started his career as a teacher and served in remote areas like Mechukha and Tato.Later, he joined the health department as Surveillance Inspector and served the department more than 20 years before taking voluntary retirement.

A dedicated social worker and successful businessman Kena was serving as the general secretary of Donyi-Polo Gamgi, Likabali till his death.

The funeral of Late Kena was attended among others by Parliamentary secretary Jomde Kena, senior members of KWS, officers/officials and public of Likabali.

"Kena was a fatherly figure of Kara Society and his death is an irreparable loss for the society in particular and the state as a whole", KWS said in a release.

The society conveyed its heartfelt condolence to the bereaved family and prayed to almighty for eternal peace of the departed soul.

 

Appeal to central leadership

ITANAGAR, Jan 27: Indian National Trade Union (INTUC) Arunachal unit President Nilly Likha Tabo has appealed to the central leadership to provide guidance to state unit for proper functioning.

Reacting to confusion arising out of his appointment, Tabo urged all labour unions and various other worker unions not to get confuse and have faith in his leadership.

In a press statement today,  Tabo informed that central leadership of INTUC was changed on 17th July 2010 at Ranchi during a convention when Dr G Sanjeeva Reddy was replaced by Ambati Krishnamurthy as president.

He also termed recent press statement given by INTUC secretary PJ Raju as unfortunate and asked him not to confuse labour and other unions of state with such press releases. He said such kind of statement will only harm the interest of INTUC and thereby that of Congress party. Further Tabo informed that soon he will constitute his new team. “I will set things order right from grass root level. For this new district unit will be constitute and if necessary, if there is any existing unit, we will retain them too. After that I will lead delegation of new INTUC team to Delhi to meet central leadership,” said Tabo.

Tabo reiterated that by challenging his nomination, those claiming to be INTUC members are working against central leaders like Sonia Gandhi, Rahul Gandhi and Prime Minister Manmohan Singh.He also urged state government to help new INTUC team to work for betterment of poor and downtrodden section of society.

 

ABEWA condoles member’s death

ITANAGAR, Jan 27: All Bamin Employees Welfare Association, Ziro condoled the tragic death of Bamin Nibo of Bamin village, Ziro.

Nibo died in a tragic accident by electrocution while he was repairing 11 kv transformer near Hong village on January 22 last, ABEWA said in a release.

He left behind his wife, two sons and four daughters.

He was serving in Power Department as WC Khalasi.

Meanwhile, ABEWA appealed to the authority concerned to grant adequate compensation to the family members of the deceased. ABEWA further said that the death of Nibo was caused due to utter negligence of the department concerned by sending Nibo upon the 11kv electric post and suddenly switching on the line. The association demanded termination of the service of those responsible for his death.

Batt inspects Dikrong power station

ITANAGAR, Jan 27: The Director of Industries cum Chief Inspector of Factories and Boilers Hage Batt along with Er. Takeh Tamo, Factory Inspector visited Dikrong Power Station (405 MW), RHEP, NEEPCO Ltd. today.

During the interactive session with the management representative and workers, the Chief Inspector highlighted the importance of fire and human safety and welfare measures to be adopted by the establishment of factories and industries to create conducive atmosphere for workers for all round development. NSS annual camp

ITANAGAR, Jan 27: The 4-day annual camp of NSS unit of Government Hr. Sec. School Doimukh began at Government Middle school Tigdo, today.

The NSS volunteer will construct a link road from Tigdo village to church, organize cultural programmes based on social reform and health and social awareness camp during the four-day programme.

A Yoga class would also be organized to train the volunteers and villagers about yoga skills by special trainer from Haridwaar, Uttar Pradesh.

The inaugural function was attended by Doimukh ZPM Tana Bado.

 

Voters’ Day observed in Tawang

ITANAGAR, Jan 27: The first ever National Voters’ Day was observed at Tawang by creating awareness among voters about their rights to vote.

Tawang deputy commissioner cum district election commissioner Gamli Padu urged every young electors present on the occasion to exercise their constitutional rights to vote fearlessly. He urged them to have complete faith in democracy to uphold the strong democratic tradition of our country and the dignity, fair and peaceful election.

All the young voters were felicitated and distributed their election photo I-cards with a felicitation badges designed by Election Commission of India with slogan "Proud to be a voter--Ready to vote" by the district election officer.

 

ABAVP president to arrive in Itanagar

ITANAGAR, Jan 27: Akhil Bharatiya Adivasi Vikash Parishad (ABAVP) president Mr. Damor will be arriving in Itanagar on January 30.

He will hold discussion on various issues related to tribal affairs with various NGOs, individuals and groups working for the upliftment of tribal people.

KKWS lauded

ITANAGAR, Jan 27: Kargu Kardi Students’ Union (KKSU) has lauded the Kargu Kardi Welfare Society (KKWS) for successfully organizing a four-day free medical cum health awareness camp held at Darak, West Siang District from 23. ATSU mourns

ITANAGAR, Jan 27: All Tirap Students; Union (ATSU) and the youths of Khonsa village deeply mourned the sudden and premature demise of Sanghang Socia on January 24 last.

"As a person, he was sober and genuine with a very pleasing manner and helpful to others," ATSU said.

Socia did his schooling from Govt. hr. Sec. School Khonsa, graduation from DNG College, Itanagar and his masters degree from Rajiv Gandhi University.

ATSU prayed for eternal peace of the departed soul and conveyed its deep sense of condolence to the bereaved family.

 

Sports Festival 2011

ITANAGAR, Jan 27: Middle school Karsingsa emerged championship of the first ever U-16 Sports Festival 2011 which concluded at PTC Ground, Banderdewa yesterday.

In boy’s football, VKV, PTC defeated the Middle School Karsingsa by 7-1 goal while the girls football team of Secondary school Banderdewa beat Karsingsa in penalty 6-5 in the finals. The VKV boys team also won the volleyball title defeating Secondary school Banderdewa by 3-2 sets.

The closing ceremony was attended by Circle Officer, Banderdewa, OC Banderdewa, panchayat members among others.

The Tournament was conducted by L.E.O. Club of Arunachal in collaboration with Sports Department and under the guidance of circle officer Banderdewa.

 

Alumni meet

ITANAGAR, Jan 27: Arunachal Pradesh Governor JJ Singh will attend the 3-day Don Bosco Alumni National Centenary Celebration as chief guest at Banquet Hall here on January 29.

 

Phone service affected

ITANAGAR: Landline telephone services of BSNL have been affected in few sectors and colonies in Itanagar due to damage caused to the underground cable at Niti Vihar, Senkiview, Panchali and CRPF camp area by the on-going drainage construction work.

However, cable preparing work is going on and telephone services will be restored as soon as possible, a BSNL release said.

 

Nyokum at Bomdila

ITANAGAR: MLA Phurpa Tsering and Deputy Commissioner Rinchin Tashi have consented to be the chief guest and guest of honor respectively of the Nyokum Yullo Celebrations at Bomdila, the district headquarters of West Kameng, on February 26.
